Drawing from the latest in quantum theory, neuroscience, bioethics, and sociopolitical emergence, we propose a governance architecture that is decentralized, biointelligent, and energetically coherent. The framework is structured around five pillars: (1) frequency-based leadership; (2) vibrational decision-making protocols; (3) multidimensional communication systems; (4) planetary coherence metrics; and (5) regenerative legal frameworks.
